Assessment of Childhood Development Project (CDP), Yemen Support to Decentralisation of Health Services in Kenya UK Short-term consultancy work, Mozambique In recent years, HLSP has carried out a series of short-term consultancies in Mozambique. Listed below are a few examples of our growing experience in the region. Evaluation of the Spanish Cooperation Programme in Mozambique, AECI In 2004 the new Spanish government signalled a change in the way Spanish Development Cooperation is planned and delivered, with a view to making Spanish Official Development Assistance (ODA) more poverty focussed and aligned with individual countries' needs. As part of this process HLSP was commissioned to carry out an evaluation of the Spanish Cooperation in Health's work in Mozambique over the last 4 years. This case study covered 4 key projects. From our findings, HLSP proposed: changes in the way policy is defined more responsibilities devolved to national representative offices increased interaction with other donors and with the recipient government and a more transparent allocation of resources in competitive tendering. Review of Health Progress in Mozambique, DFID On behalf of DFID and Finland, HLSP carried out an assessment of the health sector in Mozambique to ascertain: what changes in outputs and outcomes have been occurring in the health sector over the last 3-5 years, and why what the prospects for further improvements are and what could (and could not) reasonably be claimed about the contribution that external aid has made to these changes. HLSP provided the commissioning bilateral agencies with an up-to-date, balanced assessment of the sector. Taking the health SWAp to the next level, Mozambique, DFID Mozambique’s health SWAp has been hailed as one of the most successful health sector partnerships in Africa. Yet, government and external partners felt the need to review its functioning structures and mechanisms and prepare it for the challenges ahead. This HLSP consultancy aimed at facilitating this process and delivered revised terms of reference for the health SWAp. Evaluation of the Common Funding Arrangements in Mozambique, NORAD As part of plans to streamline common funding arrangements in the health sector of Mozambique, HLSP was requested by the Government of Norway to evaluate the performance of two common funds: the Provincial Common Fund and the Pharmaceuticals Common Fund. The review looked at the history of the funds, defined performance indicators, evaluated the funds against these and reviewed ways for the funds to become fully managed by the Ministry of Health. more
