However, despite international commitments and the existence of promising approaches, successful efforts to scale up have been limited. This report identifies a number of priority areas for synergies between sexual and reproductive health and rights and HIV and AIDS policy and programming. It discusses the constraints and opportunities for developing these synergies in the context of international and national policy processes and funding mechanisms, and involvement in wider efforts for scaling up basic health services and for universal access to HIV prevention, and AIDS treatment, care and support.
